In response to SARS-Cov-1, GW Bush commissioned a study on the government response to a 1918 type flu pandemic.
The report was released in 2008 and one main take-away was DO NOT shut down the economy.
I saw the report in 2020 somewhere, but I haven't been able to find it.
Another recommendation was to stockpile respirators.
